Happened to me as well a few times yesterday.
Tracked it back, and I believe it may have something to do with connection issues. Something that can’t be fixed by Hypixel.
Nevertheless, a simple Relog worked for me the few times it happened.

What’s your current Ping to hypixel?
Last time this happened, I was up in the 2000’s. Lol.
The issues must be similar. Do you typically get a decent connection?

There must be a corrilation between both problems, but what? Some outside data from others would help. Know anybody else with this issue, or who has had so in the past?

I, and two friends at my school, as well as my brother all have this issue! We can’t join ANY games of Warlords, even though we eventually get the pack!

May I suggust redownloading it until you succusfully get past that «100%» screen?
It could just be a bug in minecraft itself. Perhaps some sort of corruption.
What would cause that to occur I don’t know. Make sure you’re on the right version, and if you are, try changing the version

This once again hints that connection issues may be a problem. Schools typically have low levels of connection, along with heavy traffic, making for a busy environment.
Then again, the school’s programming could simply prevent downloading of information from third parties, but that doesn’t branch out to explain other’s issues.

Describe the bug
I’ve been enjoying adding new items to the server but having to reupload it every time is a massive pain. I wanted to try the self host but i’ve been encountering issues. Here is some more context for the situation:
I have my main PC where i play games and do everything on. I have a second computer running Ubuntu Server and is online 24/7. I host it myself. This server is as you might expect, on the same network as my main PC. It has a local IP adress of 192.168.0.50
The server works correctly since i am able to join using my numerical IP which has a domain name attached.
My own PC has a local IP adress of 192.168.0.75

I expect the client to start downloading the pack but it stays stuck on ‘Making Request 100%’

The console does say that it started the webserver on the specified IP, and it said this in both, 127.0.0.1 and the numerical server IP. Tried browsing to 192.168.0.50:35566/pack.zip and it just keeps loading, it’s timing out.
I’ve been asking around on the discord for other people’s configs who host their server somewhere else than their home. I have received 2 copies of a config and they both used the actual server’s IP address.
I am sure this is a network issue since uploading the pack to dropbox works almost flawlessly. I’m still having issues where the pack seems to download the pack twice, but that’s better to discuss in another issue.
I’m also getting this message in the console: not sure what this means, I have not found any config files that allow me to change or configure this. [ItemsAdder] Failed to get username for: 498074

Server Resource Pack Issues
Several games on the Hypixel server require resource packs to complete the game’s experience. Some of the issues that may occur and the solutions to fix said issues are listed below.
Upon joining a Hypixel Game Lobby which uses a custom resource pack (for example, Warlords, Cops and Crims), the Server will prompt you the following book:

Issue 1: Minecraft will not download the resource pack.
Solution:
Issue 2: Resource pack gets stuck downloading at 100%.
Solution:
Now click on the «.minecraft» in the address bar of your Folder Explorer. 
You should now see a list of folders, find the one called «server-resource-packs» and go into it. 
If you can’t find this folder, then right click in an empty area of your Folder Explorer and click «New», then «Folder». Name your new folder «server-resource-packs». This should fix your issue, you can stop here.
Once in the folder, delete everything in the folder.
Issue 3: Minecraft crashes when downloading a resource pack.
Solution:
Now, restart your Minecraft client and that’s it.
Issue 4: Resource packs in other parts of the server.
Solution:
Issue 5: Stuck «unloading texture» when joining a lobby.
Solution:

I’m making my own pack and when I put it in the resource pack it doesn’t show up.
I have a MCMeta in there, but how do I do it. I put a zip version in there, Doesn’t work!
I have this exact problem and its even worse because I have windows 8 and its even more complicated. If I go to my Minecraft options, then resource packs and click open resource pack folder, it opens it and the pack is there, but its not showing up in my Minecraft resource pack thing, so I can not select it. And in the resource pack folder, I tried double clicking it, but in windows 8 it says How do you want to open this file, and idk what to click to get it to work. Here’s the options it says:
Google Chrome, Internet Explorer, movie maker, notepad, paint, photo gallery, windows photo viewer, and wordpad.

It is possible that you are using texture packs rather than resource packs. I had the same problem at first not knowing the difference between the two. They changed the whole way graphics work so whatever
I See Many Have Trouble I Can Explain, Reason Being is It’s Ether Out-Dated Or You May Have Downloaded Something Incorrectly. If It’s Out Dated You Can Search On You «Minecraft 1.6.2 Resourcepack Converter» Or Something like That, I Don’t Want To Advertise But I Use «EnderTextures It’s Easy To Use and if You Can’t Find Anything on YouTube Then I Recommend «Endertextures» Hope I Helped

1) Enter Minecraft’s Resource Pack menu, then click “Open Pack Folder”
2) Copy and paste the BACAP Language Pack into the folder.
3) Select it, then in Minecraft’s Languages menu, select the language you want to play in. This will cause the names and descriptions of advancements to appear in the selected language, if it is supported. Trophies and the config menu are also translated.
Note: The current version available in the download link is made for Minecraft 1.18. It will still work in earlier versions even though Minecraft will say it is incompatible.
