I recently upgraded to Windows 10 and can’t seem to add a new steam library. Every time I go to add one, it gives me the incredibly helpful «Failed to add new library» message, and creates a new «steamapps» folder inside whatever folder I chose.
I don’t have any pending downloads or updates through Steam, and that seems to be the only answer I’m finding online. Any help would be appreciated.

I saw a suggestion earlier today but it was for a specific failed blahblah insufficient permissions error. It may work, or Giving One’s idea might work.
Make the folder before you try to add a library, that way you already have the permissions set.

EDIT. The good Bad Motha made this post later on in that thread I linked. He and I agree on the UAC being not very useful in Windows and it actually gets in the way often, according to what our opinion is at least.

Alrighty, I tried the suggestions, but for some reason my Steam folder keeps reverting back to Read-Only.
I tried allowing full access for all Users and profiles that showed up, but one of them keeps reverting to no access whatsoever. The username for it is CREATOR OWNER. I’m not sure what the deal is, but every time I try allowing that one full control, it just undoes my changes.
I also tried creating the folder manually and assigning it as a new library, but the CREATOR OWNER still has no permissions for that folder, and it’s read-only. It similarly will not change at all.
I’m not sure what the problem is.
See my edit. That is most likely the problem, the UAC that is.

I disabled UAC and tried everything all over again, still no luck. I also tried starting Steam in offline mode to ensure there wasn’t something trying to update, and that didn’t help either. Hmmm..

I am very sorry at this point that I have not been able to help much. I personally never install Steam in any system folders at all, especially program files folders. I always install Steam in a folder all by itself totally alone, and if possible, on a totally seperate internal drive.
I have posted here before for others to never do this and I got bashed for it. Others, including Bad Motha say the same thing, that UAC is not worth much and just often gets in the way of normal apps. like Steam.
The only thing I can suggest at this point is for you to move your Steam installation out of UAC protected folders. If you don’t know, there is an easy way you can do this and keep all your games from being lost and having to redownload them all over again.
I cannot say this will fix the problem.
If you wish to try to do this, that is up to you but by all means, feel free to exhaust any other suggestions/ideas that anyone else may have or you have.

Trying to add it to «Program Files (x86)/Steam». But I get the error of «Failed to add new steam library folder». If I add it to «Program Files (x86)» then it works but I don’t want it all loose in my x86 folder. I’ve got two other drives with steam games on it and they’re all in «Program Files (x86)/Steam» but for some reason steam won’t install to «Program Files (x86)/Steam» on this drive. It would make an empty steamapps folder inside the Steam folder though.
FIXED!! On my steam client install, I looked at «../Steam/logs/content_log» and found out that it wasn’t «Program Files (x86») or «Program Files (x86)/Steam» that was the issue, it was «Program Files (x86)/Steam/steamapps» (the folder that STEAM created) didn’t have the proper permissions. So I made sure everyone had full access to that folder and I can add the folder under settings->steam library folders and install games to it now.
So for others having this issue, try to add the folder under settings->steam library folders then look at «../Steam/logs/content_log» and try to find a write error with a folder path on the drive you are trying to add the library folder to. Then give that folder full permissions for everyone.
steam has many issue, and they maybe once worked, but somehow down the line here, something has screwed up.
ps.
do know the diffrence in standard user and fiddle with permission is not a normal thingy. that is a steam issue. because next time you have object or other Group or policy issue, then people will write here.

I added a new drive to my pc, added the new library folder, worked fine. Then I decided I should probably have all my launchers in a single folder, and then add the steam library in that folder. After deleting the library folder form windows, I tried to add it again from Steam, but I get this error every time.
The steamapps folder is created, but I am presented with this error on steam. Can’t navigate to the new folder even when downloading a game. I’ve checked that no downloads are in progress, and have run steam as an admin. Still getting the error regardless.
Any help is much appreciated!
i actual read from a Dota / Dota2 thread years ago, steam and steam and its ways require you read here evryday to try learn them all.
and yet you also need to be skilled sametime. its a problem then you keep have to explan where things is in place then user has no clue to get to that place.

I can’t actually see the new folder in the steam libraries folders section to repair it, but if I check the directory on windows, I can see that the steamapps folder is created.
is disk even present in the Windows OS again or still lost.
that is how steam clean up lost or dead harddisk internal or external not there doing steam check content on startup.

see windfows Bios or check windows administration that disk is on system, ( i think they call it Computer administration in windows menu )
if disk is not there then you have windows issue or worst case a hard disk burnout or system simple dont see the disk.
i will not say its rare, but pretty standard all get then disk is not attached on system,
check cable to well get disk back at system, check with new disk if you have spare.

Keeping Steam & the games together avoids potential hassle, such as the one you’re describing or Steam «forgetting» about libraries. That’s why I’m doing this myself.
You can move the whole Steam folder to where it is now to where you want all your launchers to be. Then, you can move your Steam games library (it’s SteamApps folder, to be precise) nto this Steam folder. Then start Steam.

Regardless of where the library folder is or what the drive and folder permission are, steam still throws out the fallowing error when I try to re-add a previously present library:
«New Steam library folder must be on a filesystem mounted with execute permissions»
I initially thought it was my mount parameters that where the problem, so I moved the library to my home folder on the system drive to test if it worked there, but the problem still persists. I’m at my wit’s end at this point and I don’t know what the problem is. I’ve tried it with the latest beta and normal build with the same outcome.
Any insight is highly appreciated. I’ll take all the help I can get.
Just after I posted this, I was able to create a new library on another hard drive but I still can’t add an existing one. Guess I have to re-download all my games then.
I had an issue like this when I tried creating a library on another drive. The key word here is «mounted» with execute permissions. My fstab didn’t have execute for that drive.
If you don’t have fstab setup for the drive run
This will list drives with UUID. Find the drive you want to mount with execute and copy the UUID.
Unmount the drive.
Then you can setup fstab. (note you can use whatever editor you want, i use pluma, but nano is on almost everything)
sudo nano /etc/fstab
Now setup a line like this, adding in the UUID without quotes and mount location like /mnt/games or /media/games. Change the ext4 if needed to the filesystem you use.
UUID=5ba68229-2780-4edb-9929-88daec712278 /media/games ext4 users,defaults,exec,auto 0 1
Remount the drive or reboot.
Now your drive will mount automatically on boot with exec permissions and accessable by steam.
If there is still an issue make sure you own the drive.
This sets ownership to current users/group.

Thanks for the reply! I already have all of my drives mounted with full permissions and the ‘exec’ flag in fstab. The mount directory (/media/local/games/) and all subdirectories and files are also owned by me already.
I would try exactly what you said, just to be safe as i may have missed something, but i already deleted my steam library and started fresh, which also seamed to fix the issue as it allowed me to make a new library.

Just in case anyone else has this problem and it isn’t resolved using the above method, it’s likely because you have something in the folder you want to add. Steam client doesn’t like that.
Rename your «Steam» folder to something else, like «das underpantsen»
Make a new «Steam» folder
Add that to your library
Exit Steam client
Delete your empty «Steam» folder and rename «das underpantsen» back to «Steam»
Log back onto the Steam client

IF you’re running on Linux
AND you installed Steam via Flatpak
THEN you will not be able to create another Library folder, because Flatpak quarantines all its installs in such a way as to deny access to the rest of your drive.
SOLUTION: Uninstall Steam, and install Steam via some method other than Flatpak (via direct install or if you are on Debian / Ubuntu, use apt)

OMG. That was it exactly! I had tried all of the other suggestions and nothing worked. I removed an unused library on my C drive and then I could add the new one!! Thank you so much!
THE NEW FOLDER NEEDS TO BE EMPTY
Yes. It tells you that when you attempt to do it with a non empty folder, you are correct.
Create a new folder under C:\Programs and files (x86) and call it Steam Library.
Right click on the new created folder and go to Properties.
Click on the Security tab
Click on the «Advanced»
Click on the blue word «Change»
Click on «Advanced. «
Click on «Find Now»
Below «Search Results» look for your account name (most people use their own name as the account name so it shouldn’t be hard to find)
Select your account and click on «OK» and then «OK» again on the next dialog box
Check the box that reads «Replace owner on subcontainers and objects»
Check the box that reads «Replace all child permission entries with inheritable permission entries from this object»
Click apply and wait for the process to complete and exit this window
Go back to the security tab
Click on «Edit. «
Look for your account and select it.
Click on the check box aligned to «Full Control» then click apply the OK
Go to the General Tab
Next to Attributes the «Read-Only» should be unchecked. If it is not then you know what to do.
Click on Apply and wait for this to finish.
Click OK to exit the Steam Library folder properties.
IMPORTANT* If you access the Steam Library folder again the Read Only Check mark will be there, but don’t worry this does not affect the main folder
Go back to Steam, select your game, install it and change the destination path to be the folder you created.
