Alright, so I tried the second two solutions but I think I may have found the problem. For the first solution, within the Easy Anti Cheat folder, There is no EAC.exe file. There is an Easy anti cheat setup but when I’ve fiddled with that and it gives me the option to repair but it does not fix the problem.
Here’s the list of files in my Easy Anti Cheat folder:
Certificates (folder)
Launcher (folder)
Licences (folder)
Localization (folder)

In your Window Explorer type %LOCALAPPDATA% in what is basically the «url» bar or go to C:\Users \AppData\Local\HLL, or it could be in C:\Users \AppData\Local\Application Data\HLL\Saved\Config\WindowsNoEditor.
(You might have to display hidden files and folders. ) Then Adjust or Delete the «GameUserSettings.ini» file and restart Hell Let Loose.
If this does not work, Delete the entire HLL folder. Restart the game, and this should fix it for you.
Disable Windows Defender or add an exclusion:
1. Go to Start > Settings > Update & Security > Windows Security > Virus & threat protection.
2. Under Virus & threat protection settings, select Manage settings, and then under Exclusions, select Add or remove exclusions.

3. Select Add an exclusion, and then select Hell Let Loose folder from \Program Files (x86)\Steam\steamapps\common. The exclusion will apply to subfolders within a folder as well.
Run HLL as Admin
Right click Hell Let Loose in Steam Game Library
Select Properties
Select Local Files, Select Browse Local Files (SteamLibrary\steamapps\common\Hell Let Loose)
